Digital Accessibility Update: Timeline Extension and Current State

Take note!


We are sharing an update regarding new federal guidance on digital accessibility.


The U.S. Department of Justice (DOJ) has extended the federal digital accessibility compliance deadline for public institutions by one year, to April 26, 2027. As Virginia’s Information Technology Access Act aligns with the DOJ’s federal accessibility requirements, both Virginia law and University Policy IRM-008 are interpreted to follow the federal timeline.

While UVA’s compliance date has been extended, our expectations and commitments remain the same, to ensure that our services, programs, and activities offered are accessible to individuals with disabilities in accordance with Title II of the Americans with Disabilities Act (ADA).

• Roles and Responsibilities

The ADA Coordinator Team is leading the review and decision-making related to this update. Procurement Services’ role is to support the process once guidance is provided.

• Where Things Stand Today

Until updated guidance is shared:

  • Digital accessibility should remain a consideration in your procurement process. Please review UVAFinance’s Digital Accessibility webpage.
    • School and unit leaders should continue to support their faculty, staff, and Digital Accessibility Liaisons in this effort and to map out a strategy for compliance.
  • While changes to the procurement process are coming, this does extend the previous deadline of April 24, 2026.
    • This extension allows the ADA Coordinator Team additional time to review and refine the processes, making sure that there is full clarity and consistency with future guidance.

In the next few weeks, we will share updates as soon as:

  • The ADA Coordinator Team finalizes guidance for UVA, and
  • Clear and practical guidance is developed for your procurement operations.

Robbie Almand Promoted to Senior Service Experience Associate

We’re excited to share that Robbie Almand has been promoted to Senior Service Experience Associate on the Finance Solution Center team, effective April 27.

Since joining the team as a Service Experience Associate in late 2024 , Robbie has become a familiar and trusted presence for many of our partners across Grounds.

In his new role, Robbie will take on an expanded scope, with an initial focus on procurement, along with support for travel and expense. His strong understanding of our processes and his commitment to helping others navigate them make him a natural fit for this next step.

Fixed Asset Capital Equipment Threshold is Changing

Changes are coming!

Capital Equipment Threshold Changing July 1, 2026

Effective July 1, 2026, UVA will update the capital equipment dollar threshold from $5,000 to $10,000

Other parts of the capital equipment definition will remain unchanged.


What’s changing: Equipment must now meet a $10,000 threshold to qualify as capital equipment.

This change is being made to align UVA policy with federal guidance, create greater consistency across regulatory requirements, and help streamline accounting, reporting, and compliance practices.

What you need to know

  • Through June 30, 2026: Continue following the current capital equipment threshold, including the $5,000 threshold.
  • On and after July 1, 2026: Requisitions submitted on or after this date should use a capital spend category only if the updated requirements are met.
  • Administrators will no longer use capital spend categories for equipment purchases under $10,000.

Open purchase orders

Open or in-progress transactions at the time of the change will be reviewed by the Business Asset team. Any needed change orders or accounting updates will be handled by UVAFinance on behalf of units, with minimal impact to departments across Grounds.

A few reminders

  • There will be no retroactive changes to existing assets.
  • Current assets will continue to be depreciated on their original schedule.
  • Current assets will still go through inventory until fully depreciated.
Note: UVA Health System follows its own fixed asset policy and is not impacted by this update.

Attestation Campaign April 27- May 8

It's that time again!
Beginning April 27, UVA will begin 10 days of verification to ensure our employees have the appropriate access in Workday HR and Workday Financials.  This exercise will include UPG, the Medical Center, the College at Wise, and all schools and units of UVA, to ensure that we are being good stewards of the University’s data and resources as required by policy.

When the attestation begins on April 27, managers of individuals who hold key access roles will receive automated emails requesting that they review the roles assigned to their direct reports and attest that those roles are appropriate for their duties.  

Managers will have 10 days to complete their attestation; failure to attest to employee roles could result in loss of system access for those employees.

  • If you're a manager:  watch your email inbox for instructions and links to perform the attestation. The email messages are legitimate and expected (not spam or phishing).   
  • If you're not a manager, but you do have Workday Roles:  Ask your manager if they have completed attestation activities on your behalf. 

We’re aware that this is a busy time, so we have taken steps to provide clear instructions and a simplified process so the attestation can be completed quickly and easily.  

The UVAFinance Team will proactively contact managers who have not attested as the deadline draws nearer.  Also, the Ask Finance Team is standing by to assist.  Don't hesitate to reach out if you have any questions!

Meet Ariel Miller: From Patient Care to Procurement

After nearly two decades at the University of Virginia, Ariel Miller has built a career shaped by curiosity and a willingness to pivot. Now a Sourcing Specialist in Procurement, her path into UVAFinance began in patient care.

Beginning her UVA journey at 18 as a Certified Nursing Assistant in the Health System, Miller spent four years in the neurology stroke unit. She then transitioned to Student Health and Wellness, remaining a CNA for another ten years. Over time, she began to reassess her long-term goals. Although she had completed nursing school, she realized the path no longer aligned with what she wanted moving forward. That reflection led her to explore new opportunities beyond clinical work.

When a Facility Coordinator role opened at Student Health, she saw it as an opportunity to step into operations. The position involved event coordination, facility management, and overseeing 
medical inventory. With her background, the transition felt natural.

She later advanced into an Assistant Facility Manager role, where she focused on improving internal processes and making operations more efficient. That work sparked a deeper interest in how systems function behind the scenes.

“I really enjoyed figuring out how to make things run better,” she says. Her experience managing purchasing and inventory led her to question what happens beyond the transactions she was handling. That curiosity ultimately brought her to sourcing and procurement in UVAFinance.

Now in UVA Finance, Miller is developing a broader understanding of vendor relationships, contracts, and the full scope of purchasing. She is especially drawn to the analytical side of the work, from reviewing details to ensuring transaction accuracy. As she continues settling into her role, she is focused on learning the processes and identifying opportunities to improve them over time.

Outside of work, Miller spends most of her time with family, often attending her children’s activities, from dance and basketball to flag football and travel for sports. When she has a moment to slow down, she enjoys being outdoors, going for walks, and crafting with her kids. Whether it’s beaded bracelets or custom cups, it’s a creative way for them to spend time together. She also likes to unwind with a good show; recent favorites include Bridgerton, S.W.A.T., and All-American.

Looking ahead, Miller is interested in continuing to grow within procurement while also learning more about small businesses and local vendors connected to the UVA community. “I’m excited to learn more about that space and see how it all connects,” she says.

Meet Crystal Morris, UVAFinance LSP

Morris pictured riding her horse, Sully

Originally from Harrisonburg, Crystal Morris later lived in Waynesboro and recently moved to Charlottesville. She earned her associate degree in Information Systems Technology from Blue Ridge Community College, where she appreciated the smaller, more flexible learning environment.

Morris has been with the University for about four years, building her experience across several technical roles. She started as a Tier 1 technician and later moved into a working manager role at the help desk, gaining experience in team coordination and project support. She later joined Central UVA IT as a Tier 2 technician with ITS Desktop Support.

Now a Local Support Partner within UVA Finance, Crystal serves as a primary point of contact for technology support, assisting with troubleshooting, equipment setup, and user access. She especially values the smaller LSP team structure, which allows for clearer communication and stronger colleague connections.

"The sense of connection is different in UVA Finance," she shares. "It is easier to get to know the people you are working with and support them more directly."

Outside of work, Morris enjoys horseback riding, a passion she has had since childhood, and being outdoors is another way she resets and recharges. She also enjoys spending time at local favorites like Jack Brown's and Bodo's, or unwinds with a book or game , favoring fantasy, science fiction, and mystery novels as a way to step away from the pace of everyday life. She gravitates toward cozy, story-driven games like Stardew Valley, preferring immersive experiences that feel calming and visually engaging.

2026 Year End Closing Dates are Available


As we move toward the close of the fiscal year, the Year-End Closing Dates are now available on the UVAFinance website.

This resource is designed to make planning easier for you and your team. On the site, you can:

Whether you’re managing purchases, reviewing transactions, or preparing reports, this view can help you stay ahead of key milestones.

A Slight Shift This Year

This year, we were able to push some deadlines closer to June 30, giving units a bit more time where it matters most.

At the same time, that also means there is very little room for exceptions. Please plan to treat all deadlines as firm unless otherwise noted in the item description.

First Deadline Approaching Quickly

April 24 is the first key date to note.

This deadline applies to department purchases made on ETF Designated funds through Cavalier Computers.

If this applies to your area, now is a great time to double-check any planned purchases and ensure everything is submitted on time.

Year-end can feel like a sprint, but you don’t have to navigate it alone.

Digital Accessibility and Your Purchases: What to Know

What to know!
At UVA, the technologies we choose shape how our community learns, works, and connects. Ensuring those tools are accessible by everyone is a shared responsibility. UVA’s ADA Coordinator team is guiding a university-wide effort to ensure that digital tools and content meet accessibility standards and support an inclusive experience for all in our community.



Starting April 24, 2026, updated federal requirements under Title II of the Americans with Disabilities Act (ADA) and updated Virginia Information Technology Access Act will further formalize these expectations for public institutions, including UVA.

As a result, digital accessibility is being integrated into standard purchasing and review processes.

For those involved in purchasing, this will feel familiar. Just as technology purchases today go through Information Security and contract review, accessibility will now be part of that same process. Procurement is here to support you as these requirements are incorporated into day-to-day operations.

When your purchase includes a digital tool

If your purchase includes a digital component, such as software, a website, a platform, or a service with a portal or dashboard, accessibility will now be part of the purchasing process.

In practice, it may include:
  • Requesting accessibility documentation from suppliers (such as a VPAT or ACR)
  • Engaging the ADA Coordinator team for guidance or review
  • Building in time for accessibility review if requirements have not yet been met

Not every purchase will require the same level of review. In general, tools used by students, patients, or the public are more likely to be in scope.

What to expect along the way

Digital Accessibility is now part of UVA’s broader purchasing and review framework.

  • Departments help set expectations early by engaging suppliers and requesting accessibility information
  • ADA Coordinator Team provides guidance, reviews tools, and partners with departments to assess risk and usability
  • Procurement helps ensure required steps are completed before contracts are finalized or purchase orders are issued
As with other reviews, completing accessibility requirements early helps avoid delays later in the process.

If you’re planning a purchase with a digital component, the best first step is simply to start early.

The ADA Coordinator Team can help you understand what applies, what documentation may be needed, and how to engage suppliers effectively. Procurement is also available to help you navigate the process.

More detailed guidance, including how to determine when a review is required and what steps to take, will be shared soon. In the meantime, building accessibility into your planning timeline will help keep your purchase moving smoothly.

Join UVA Sustainability for an Employee Garden Workday

Step away from your day and join UVA Sustainability in the Student and Community Garden from Tuesday April 21, 3:30 to 5:00 p.m.

This Employee Garden Workday is a chance to slow down, spend time outdoors, and connect with colleagues across Grounds while caring for a shared space. Whether you are new to gardening or have years of experience, all are welcome. To keep the experience small and personal, registration is limited.

The garden is equipped with tools, and you are welcome to bring your own gloves or anything you prefer to use. In the event of inclement weather, the workday will be canceled.

Anaplan UAT: A Collaborative Step Toward What’s Next

Thank you to all who are testing!

We are excited to continue sharing updates on the Anaplan implementation for the UVA Academic Division. This work has been underway for several months, and along the way, we’ve had the opportunity to engage both key stakeholder groups and the broader Budget Community through Budget Office Hours.  

As we now move through User Acceptance Testing (UAT), we want to take a moment to recognize and thank the many school and unit partners who are actively participating in this phase. Your time and thoughtful feedback are helping to shape a system that reflects how budgeting works across Grounds.  Your partnership in this co-creative process is essential to getting things right.   

UAT in Action 

  • Testing is taking place across all functional areas, including: 
  • Data entry and calculations  
  • Workflows and approvals  
  • Reporting outputs  
  • Security and role-based access  

This phase is designed to be collaborative and iterative. Feedback is being incorporated in real time, helping to refine the system and ensure it is ready to support the University’s needs at go-live. As we move through the coming weeks, we will continue to close out testing, validate results, and prepare for the next stage of the implementation. 

Building on What Works—And Improving Where It Matters 

Our approach to Anaplan focuses on preserving what works well today, while introducing targeted enhancements in key areas. These improvements are designed to provide greater visibility, streamline processes, and support more informed decision-making. 

Looking Ahead 

We are now approximately six months out from the FY28 Budget Kickoff and the final transition from Adaptive to Anaplan.  

Between now and then, UAT plays a critical role in ensuring we deliver a system that is functional and useful. We are grateful to our partners across schools and units who are helping us test and refine this work every step of the way.

Introducing the Reimagined RAD App: A New, Streamlined Experience for Research Administrators

The RAD App just got an upgrade!

We’re excited to announce the launch of the reimagined Workday RAD App, a major update designed to make navigating and using the app more intuitive, efficient, and aligned with the needs of our Research Administrator community. This release represents months of collaboration, feedback, and thoughtful redesign. Below are the key enhancements included in this new release.

A Fresh, User-Friendly Navigation Experience

One of the most visible updates is a completely reimagined navigation layout, created in partnership with our RAD Reimagination Working Group. Upon logging into the RAD app, users will now be greeted with a curated set of five newly created public sheets. These sheets were specifically selected to address the most common questions and needs of Research Administrators, making it easier than ever to find essential information. 

To support a smooth transition, prior public sheets remain available for three months to give users time to update their saved links and review their bookmarks at their own pace. After the transition period, the remaining legacy public sheets will move to Community Sheets, preserving access without cluttering the main public view.

A Streamlined and More Accurate Data Model

  • Corrected F&A Obligations for Grants: F&A Obligations are now correctly reflected for Grants with MTDC basis type and properly displayed as Indirect Cost for all Grants.
  • New Data Elements Now Available: Several valuable reporting dimensions have been added, including fields such as Internal Service Provider and Cost Share Total
  • Alignment with UBI 2.0 Payroll Apps: With the rollout of the new UBI 2.0 Payroll Apps, the Reimagined RAD app has been optimized to reflect the new reporting landscape: Detailed costing and payroll data elements (including Salary Over the Cap reporting) have been removed from the Workday RAD app and public sheets containing detailed payroll reports have also been retired from RAD. But not to worry – these insights remain available in the dedicated UBI 2.0 Payroll Apps. To help users easily navigate between tools, new cross-app navigation buttons allow seamless movement acrossall three apps. And if you’re unsure which app or report to use, our crosswalk (included below) will guide you to the right place.

Non-PO Contract Request: Updated Look (No Action Needed)

Quick Highlight: Non-PO Contract Request QRG

Starting March 30, 2026, the Non-PO Contract form in the UVAMarketplace will have an updated look and feel. 

No additional action is required from departments. Continue using the Non-PO Contract Request as you normally do when a Purchase Order is not required (e.g., T&E Card payments, NDAs, BAAs).

If anything looks unfamiliar, the updated How to Submit a Non-PO Contract Request QRG can help you find your way! If you've used this process before, this will help you to quickly reorient. If you're new, it's the easiest way to get it right the first time.

UBI Analytics (Qlik Sense) Upgrade + Support

UBI Analytics Update

Don't forget to check out the update!
UBI Analytics is being upgraded. Starting April 13th, you'll see some changes to the user interface when you log in. Most of these upgrades are navigational and involve changes to the location of certain buttons. 

We've developed a Quick Reference Guide to walk you through the upgrades that will be permanently located within the Resources channel in the Data and Analytics Community on Microsoft Teams. Make sure to look for the pdf labeled "UBI Upgrade Notice_April 2026" to find this QRG.
